Overview

The Senior Director of Program Strategy & Quality is responsible for managing and evaluating the
performance of staff, strategizing and overseeing program development, and ensuring adherence to
organizational quality control, standards, and best practices. The position focuses on ensuring quality across
the organization in areas of curriculum, classroom environment, student behaviors, facility environments, and
compliance with local, state, national and BGCA regulations and requirements. This position also oversees
quality improvement efforts, including safety training, risk management, and efficiency enhancement. The role
requires regular reporting to senior leadership and close collaboration with key stakeholders to ensure
programs meet established goals while adhering to budget constraints. Additionally, the candidate must stay
updated on national trends, research, and best practices to inform future planning and improvements.

Responsibilities

Essential Job Functions:
• Manage and evaluate staff performance, including scheduling, hiring, training, and progress reviews.
• Maintain close contact with staff to support programming and operational needs.
• Perform data-driven evaluations of program operations and outcomes, using results to guide
improvements, including surveys, rubrics and other data tools.
• Stay informed on national best practices and integrate them into strategic and program planning.
• Lead continuous improvement efforts by embedding assessment and evaluation into program systems.
• Ensure curriculum adheres to guidelines, aligns with budget, and achieves set goals.
• Utilize guidelines like SD Early Learning, CDC milestones, state licensing and others to establish and
maintain program standards.
• Oversee and develop strategic, outcome-based programs focusing on the core areas of Academic
Success, Good Character, Citizenship, and Healthy Lifestyles.
• Deliver safety-related training and support risk management through proactive planning and
consultations.
• Advise on safety measures, including premises/environment, child supervision, and internet security.
• Enhance efficiency and productivity in procedures and staff performance.
• Provide accurate reports and presentations to senior leadership.
• Ensure compliance with BGCA Membership Requirements and oversee monthly safety inspections.
• Implement Trauma Informed Care practices and train staff in related strategies.
• Monitor student success data, analyze program outcomes, and make necessary adjustments.
• Build community relationships to enhance service delivery.

Qualifications

Education and Experience Requirements:
• Bachelor’s degree in Elementary Education, Child Development or related area with a minimum of five
years program administration experience is preferred.
• Must have and maintain a valid driver’s license and be over the age of 21.
• Experience working with children and youth is preferred.
• A valid CPR certification or the ability to obtain and maintain CPR Certification within 90 days of
employment is required. The Boys & Girls Clubs of the Sioux Empire will provide this training for those
not certified.


Skills and Knowledge Requirements:
• Excellent organizational and time management skills with a proven ability to meet deadlines.
• Strong interpersonal, verbal and written communication, presentation, negotiation and conflict
resolution skills.
• Working knowledge of Microsoft Office including Word, Excel, PowerPoint, and Outlook.
• Ability to take initiative, prioritize tasks and work both independently and as part of a team.
• Effective management and supervisory skills with the ability to inspire and engage employees to
achieve organizational objectives.
• Flexibility and adaptability to change, with strong collaboration skills to work effectively with diverse
personalities.
• Strong understanding of child development theories, program development, implementation, and
evaluation.


Work Environment and Physical Requirements:
• Constant hearing, hand-eye coordination, mind-eye coordination.
• Intermittent speaking, standing, walking, kneeling, lifting, reaching, low-level activity, and squatting.
• Potential exposure to communicable diseases.
• Frequent lifting of objects under 20 pounds, and occasional lifting of items up to 75 pounds.
• Indoor with minimal outdoor work. Extreme temperatures in the summer and winter to be expected.
• Use of computer screen for extended periods of time.
