Each and everyday girls and boys are left to find their own recreation and companionship. An increasing number of kids are at home with no adult care or supervision. Young people need to know they have a place in their community where they can go. Clubs provide a safe haven for youth, allow them to meet with friends and be a part of positive peer groups. Club programs teach life skills, conflict resolution and focus on the development of character. Clubs also provide members with positive role models and a nurturing environment that help improve decision-making skills.
 

Position Summary:

The Program Quality & Outcomes Specialist supports the Director of Program Quality in advancing program assessment, data collection, and continuous improvement efforts across Boys & Girls Clubs of Delaware. This role plays a critical part in ensuring that the organization maintains strong systems for tracking and reporting program outcomes, with particular focus on grant-related data requirements. The Specialist works closely with Club staff to support the implementation of quality assessments, monitor progress toward grant outcomes, and ensure that data collection processes are consistently followed across all sites. This position serves as an important bridge between the Program Strategy & Implementation team and the Resource Development department, ensuring that outcome data, impact metrics, and program documentation are organized, accurate, and readily available to support grant reporting and funding stewardship. The Specialist brings strong attention to detail, data literacy, and a commitment to using information to improve outcomes for youth.
 
 

**This is a hybrid role with 3 days on-site. The selected candidate must reside within a reasonable commuting distance of the State of Delaware**

Responsibilities

Essential Functions:

  • Support the Director of Program Quality in coordinating and conducting program quality assessments across Club sites, including preparation, scheduling, data collection, and follow-up documentation.
  • Assist with the administration of Boys & Girls Clubs of America assessments including the National Youth Outcomes Initiative (NYOI), Program Quality Assessment (PQA), and other organizational evaluation tools.
  • Maintain and manage program data systems, ensuring that data entry, tracking, and reporting processes are accurate, timely, and consistently followed across all Club sites.
  • Monitor progress toward grant-funded program outcomes, tracking key metrics and milestones to ensure the organization meets funder expectations and reporting requirements.
  • Develop and maintain data collection systems, tools, and protocols that support both program quality improvement and grant compliance needs.
  • Collaborate with Club Directors and program staff to support accurate data collection practices, providing guidance and troubleshooting assistance as needed.
  • Serve as a key liaison with the Resource Development department, ensuring outcome data, impact metrics, and program documentation are organized and accessible for grant reporting, proposals, and funder communications.
  • Prepare data summaries, outcome reports, and program impact documentation in support of grant reports and organizational communications.
  • Support the development and maintenance of program dashboards and data visualization tools that help staff and leadership understand program performance and outcomes.
  • Assist in building staff data literacy by providing training and support to Club staff on data collection tools, processes, and the importance of accurate outcome tracking.
  • Identify gaps or inconsistencies in program data and work with the Director of Program Quality and Club staff to develop and implement solutions.
  • Support annual reporting processes including BGCA Annual Report data compilation and organizational impact summaries.
  • Coordinate with external evaluators, funders, or partner organizations on data sharing, reporting, and evaluation activities as needed.
  • Perform other duties as assigned to support the Program Strategy & Implementation team.

Qualifications and Educational Requirements:

  • Bachelor’s degree in education, social sciences, nonprofit management, public administration, or a related field required.
  • Minimum of two (2) years of experience in program evaluation, data management, grant compliance, or a related role in a nonprofit or youth-serving environment.
  • Experience with program quality assessment tools and frameworks, preferably in a youth development or out-of-school time setting.
  • Demonstrated ability to manage and analyze data, maintain data systems, and prepare clear outcome reports and summaries.
  • Familiarity with grant reporting requirements and experience supporting compliance with funder outcome expectations.
  • Experience working collaboratively across departments, particularly with program and fundraising or development teams.
  • Proficiency in Microsoft Office Suite, particularly Excel; experience with data management platforms, survey tools, or learning management systems preferred.
  • Familiarity with BGCA programs, assessments, or the Boys & Girls Clubs movement a plus.
  • Strong written communication skills with the ability to translate data into accessible narratives for diverse audiences.
  • Ability to travel statewide to Club sites regularly; valid driver’s license required.
  • Ability to pass all required background checks and clearances.
Environmental and Working Conditions:
Work is performed in a combination of office and Club site environments, with regular travel to Club locations across the state for quality assessments and staff support. Employees are subject to transfer from one department to another and from one Club/School Site to another as the needs of the organization change.

Physical and Mental Requirements:

  • Ability to sit, type, and work at a computer for extended periods.
  • Occasional lifting, carrying, or moving objects weighing up to 25 pounds.
  • Ability to manage multiple priorities and deadlines in a dynamic environment.
  • Ability to perform duties effectively under stressful conditions; make decisions quickly and accurately with tact and impartiality.
  • Ability to understand and follow verbal and written instructions and communicate effectively both verbally and in writing.
Work Hours:
Monday – Friday; hours vary based on organizational needs. Some evening or weekend work may be required for Club site visits, training activities, or assessment coordination; flexibility is expected.
